It may sound strange, but despite the billion-plus pages on the World Wide Web, there is too little information there. There is no information about the information; all Web pages are exactly alike in the eyes of a search robot. Imagine a library where all books have the same text on the cover, and the only catalogs are compiled by photocopying the books, cutting up the copies, and arranging the words in order of frequency. That is the status of the World Wide Web today.
